Reproduction steps:

1. Start up Liferay instance
2. Access Global Site
3. In 'Web Content' check that at least one structure exists (it can be BASIC-WEB-CONTENT). Create one otherwise.
4. Activate local staging in Global Site

Expected Behavior:

• In 'Global - Staging' there are the same structures as in 'Global - Live'

Observed behavior:

• No structures exist in 'Global - Staging'
