[LPS-88671] As a DXP administrator I can enable and disable the change list feature - Liferay Issues

The purpose of this story is to provide the configuration for the DXP administrators.

If the feature is not enabled the change list menu items show that the feature is not enabled yet, and it must be configured.

Once enabled the menu items show the screen to create or select a change list.

1.	Create configuration menu item for change lists	Closed	Brian Chan
