Steps to reproduce:

1. Navigate to WCM
2. Click Add new web Content
3. Expand Metadata section
4. Click in in any area within the expanded tags section

Expected Result:
No border outline

Actual Result:
Blue border outline around tags section

Chrome + Tomcat 9.0.10 + MySQL 5.7
