Assert that auto tag won't be added when an image has already been manually tagged

Steps

1. Enable auto-tagging
2. Navigate to DM
3. Add an image > add a tag
4. Publish
5. Navigate back to recently uploaded image
6. Assert that previously added tag are present and no other tags have been added.
