User does not log out after admin changing his password

Steps to Reproduce:

1. Go to -> Control Panel -> Users -> Users and Organizations.
2. Add a user named admin.
3. Go to -> Control Panel -> Users -> Password Policies.
4. Click kebab button -> edit.
5. Under Password Changes, disable Change Required, click Save.
6. Open browser 2 and log in with admin.
7. In browser 1, Go to -> Control Panel -> Users -> Users and Organizations, click edit near admin.
8. Under Password tab, change password to another, and enable Require Password Reset.
9. Under Roles tab, select Administrator for admin.
10. Save admin, and refresh browser 2.

Expected result:
Admin should log out.

Actual result:
Admin does not log out, instead, change password page shows up, if you change roles in browser 1 and refresh browser 2, change password page shows again.
