As a Marketer, I would like to see segments that are created in the global site in the child sites.

It is unintuitive that an AC segment can only be seen on the global site. We can work around this by displaying segments created on the global site on the child sites as well. We will have to add a small UI change where we show a scope column with the labels "Global", "Current Site", "Parent Site". We will also have to respect the edit permissions.
