Note:

Bug is sometimes not present when Display Template in navigation menu is List Menu but is present with all other templates.

Steps to reproduce:

1. Create at least 3 levels of pages
2. Create a navigation menu and put the 3 pages
3. Configure navigation menu widget to expand all sublevels (instead of auto)

Expected result:

Assert the navigation menu widget displays all levels already expanded

Actual result:

The navigation menu widget displays only two levels, the first page and the one inside of it

Reproduced on:

Tomcat 9.0.10 + MySQL 5.7.
