Steps to reproduce:

1. Go to Liferay > Forms
2. Create a new Form
3. Add a "Select From List" field
4. Select "From Data Provider" in Create List and leave the Data Provider empty
5. Try to publish the Form

Expected Results:
The form should not be published.

Actual Result:
The form can be published, user can submit the form with invalid field.
