Steps to reproduce:

1. Create a navigation menu 
2. Add a translation for a site page
3. Change the language

Expected result:

Assert the navigation menu displays the translated page name in both the navigation menu admin and in the navigation menu widget

Actual result:

The navigation menu does not displays the translated page name in both the navigation menu admin and in the navigation menu widget

Reproduced on:

Tomcat 9.0.10 + MySQL 5.7.
