IE11 Web Image Resizing Does not Maintain Initial Aspect Ratio

      After resizing a web image in Web Content on IE11, subsequent attempts to resize it do not maintain a 1:1 its initial aspect ratio when it is being enlarged.  This occurs for images added as a web link (as opposed to an uploaded file).

      Steps to Reproduce

      1. Using IE11, add a Basic Web Content.
      2. Click the Content section so that the Code View icon ([ </> ]) becomes visible on the top right corner of the content box.  Switch to Code View by clicking on the icon and paste the following in the content box:
        <a href="http://www.example.com"><img src="https://via.placeholder.com/350" style="height:250px; width:250px;" width="250" height="250"></a>
      1. Switch back to Text View.  The code above should now be replaced with an image.
      2. Resize the image.
      3. Resize the image again, and try to enlarge it.

       Expected Result: The image maintains its 1:1 initial aspect ratio as it is enlarged.

       Actual Result: The image's height increases but its width remains fixed when it is enlarged.

      Note: After releasing the mouse click when enlarging the image, the initial ratio of the image is restored.
