Product menu and control nav menu is not rendered after login when the previous path was a portlet action URL

      Steps to reproduce: there are many ways to reproduce

      Simplified steps

      1. Login and go to Web Content, DDM or anything within the Control Panel domain
      2. Try adding a new Web Content article
      3. Before saving the form, open the browser Dev toolbar and delete all session cookies: imitate like if the user's session was expired
      4. Submit the form
      5. You are redirected to log in: enter your credentials

      Actual Result: After login, you are redirected to the Web Content admin home, but the product menu and navigation menu are missing (see the attachment) and there is a WARN in the console:

      Expected Result: The page should be rendered properly.
      It's working properly on 6.2.
      Reproduced with 7.0 too.

      Steps 2

      1. Change the session time out from /tomcat-9.0.6/webapps/ROOT/WEB-INF/web.xml to be 5 minutes
      2. Add a form and a field to it and NOT clicked Save
      3. Leave the page open for 5 minutes
      4. After getting Session time out message, click Save
      5. Redirect to login page and fill in the login info
        Actual Result: the left hand product menu disappears. Log contains a WARN:

        Expected Result: the left hand menu should display properly.
