Reproduction steps:

1. Create two sites: site1, site2
2. Create a content in each site
3. In site1 add a new public page and add a Web Content Display to it
4. Configure this Web Content Display and verify that its scope is set by default to site1
5. In Web Content Display configuration and in the setup tab, click in Select

Expected behavior:

• Only the content created in site1 is shown

Actual behavior:

• The two contents are shown
