Steps to reproduce:

1. On IE11
2. Navigate to CP > Add web content
3. Add text and/or an image in Content section
4. highlight some text or image
5. Click and drag the highlighted item to another text location

Expected Result:
Highlighted item is moved to the designated text location

Actual Result:
Nothing happens
