Using JAWS screen reader on Message Board will repeat the checkboxes multiple times located in More Settings

Steps to reproduce:

1. Install JAWS screen reader
2. Add Widget Message Boards
3. Create New Thread
4. Go to More Settings > Click on Mark as a Question Checkbox
   • Notice JAWS screen reader will repeat the Mark as a Question and Tooltip multiple times before announcing if the checkbox is marked 

Expected Result:

JAWS screen reader will read out Mark as a Question and Tooltip once 

Actual Result:

JAWS screen reader will read out Mark as a Question and Tooltip multiple times
