Summary:

Unable to upload an image in blogs using keyboard only

Steps to reproduce:

(Note: Only using keyboard)

1. Add Blogs widget to home page
2. Go to the Blogs widget on the home page and add a New Entry
3. Go to Select File > Upload Image
4. Attempt to navigate to Select File 

Expected Result:

Can navigate to Select File using only the keyboard

Actual Result:

Cannot navigate to Select File
