Steps to Reproduce:

1. Navigate to Content > Documents and Media
2. Create a new folder and enable Single Workflow
3. Upload multiple assets into folder
4. Create a new user with Admin role (NewUser)
5. Logout as Test/Login as NewUser
6. As NewUser, navigate to Content > Documents and Media
7. Select multiple assets > Actions > Edit Tags (or use Bulk Edit Tags icon)
8. Edit tag > Save

Expected result:
Since workflow is enabled, the edits should not be applied until approved

Actual result:
Tags are applied.
