Steps to reproduce issue:

1. Start up bundle on CentOS or RHEL using JDK 11

Expected result: Portal starts up without error
Actual result: Error is thrown:

2019-03-06 00:22:33.016 ERROR [main][ServiceWrapperRegistry:135] Service hooks require Spring to be configured to use JdkDynamicProxy and will not work with CGLIB

Tomcat 9.0.10 + MySQL 8.0 + OpenJDK JDK 11
