      Description

      Steps to reproduce on 7.1.x:

      1. Add a new site.
      2. Enable local staging, don't check Web Content.
      3. Go to Content > Web content, an warning in the top of page.
        The data of this portlet is not staged. Any data changes are immediately available to the Local Live site. The portlet's own workflow is still honored. Portlet setup is still managed from staging
        
      1. Add a structure S1 and a template for S1.
      2. Go back to Web Content tab, try to add a content use S1.

      Expected Result:
      User can add content use S1.

      Actual Result:
      User can only see Basic Web Content in the list, S1 isn't show.

      Behavior on master:
      No Add button, user can't add structure and template.

      Behavior on 7.0.x/7.0.x+FP75:

      1. Enable local staging, don't check Web Content.
      2. Add a structure S1
        Result: After save, S1 isn't display in the structure list.
      3. Go back to web content > Structure, S1 display in the list.
      4. Click kebab of S1 > Manage Template > add a template T1 for S1.
      5. Add a web content use S1.
        Result: Although add a template T1 for S1, in New Web Content page, Template is None.
        Select T1 for S1, save have error:
      Your request failed to complete.
      The template could not be found.
