Sharing appears in Site settings despite being disabled in System Settings; Success message appears when enabled

Steps to reproduce:

1. Navigate to Control Panel > Configuration > System Settings > Sharing
2. Disable Sharing.
3. Navigate to Liferay/Site > Configuration > Site Settings
4. Expand Sharing panel
5. Enable Sharing

Expected Result: Sharing panel is not displayed since Sharing was disabled at the System Level.

Actual Result: Sharing panel is displayed. Enabling Sharing at the site level and then saving shows the success message but reverts back to Disabled.
