Steps to reproduce issue:

1. Start portal instance on a Windows machine
2. Access portal through Internet Explorer within the Windows machine
3. Open the product menu

Expected result: Product Menu categories display without borders
Actual result: Product Menu categories display with white borders

Tomcat 9.0.10 + MySQL 8.0 + Windows 10 + Internet Explorer 11
