Checkout document does not publish lock on Live (remote staging-on)

Bug:

Checkout document does not publish lock on Live (remote staging-on)

Steps:
1) Create an empty site and enable remote staging.
2) On staging. Add a file to documents and media. Check out document.
3) Publish to live.
Expected Result:

 The lock is being published with the file entry, and means the file will display locked on live too.

Actual Result: 

Failed. The publication fails and does not display lock on document entry on remote live.

live too. Lock document only displays on staging mode.
