Steps to reproduce:

1. Add widget Message Boards and Language Selector
2. Change language selector to Japanese (Can be any language other than English)
3. Create a New Thread (新規スレッド)
4. Go to Advanced Settings (詳細設定)
5. Go to drop down box under priority(重要度)

Expected Result:

Drop box choices in Japanese

Actual Result:

Drop box choices remain in English
