Steps to reproduce:

1. Enable staging for a site.
2. Create two site roles, named as Site Role A and Site Role B.
3. Create a user.
4. Go to the staging site > People > Memberships.
5. Add user as Site Member.
6. Assign site role to the user, go to Actions -> Assign Site Roles > Flag Site Role A from step 2.
7. Click "Done" and assert success message shows up in the UI.
8. Go to Actions > Assign Site Roles.

Expected result:
The checkbox for Site Role A remains flagged.

Actual result:
The checkbox for Site Role A is not flagged, even you already got a success message.

Note: The above issue only occurs on a staging site.
