Steps to reproduce on master:

1. Add 2 mobile device familys(M1,M2,M3)
2. Go to CP > Build > Pages
3. Configure a page
4. Under Mobile Device Rules > Select > click created mobile device rule(M1)
5. Try to select another on to Mobile Device Rules(M2)

Expected Result:
M2 is added to the list

Actual Result:
Select button is not available after select M1 to the list

Steps to reproduce on 7.0.x:

1. Add 2 mobile device familys(M1,M2,M3)
2. Go to CP > Build > Pages
3. Configure a page
4. Under Mobile Device Rules > Select > click created mobile device rule(M1)
5. Try to select another on to Mobile Device Rules(M2)

Expected Result:
M2 is added to the list
 
Actual Result:
M2 can be selected but not display in the list

Refresh page can resolve it
