JS Loader fails to load modules with Explain Module Resolutions enabled.

Steps to reproduce:

0) Enable Explain Module Resolutions:

Control Panel -> System Settings -> Infrastructure -> JS Loader

1) Go to Build -> Pages, add new Standard Page, add some fragments to the page

2) Go to the page created in (1) : Product Menu -> Go to site, choose the page in the NavMenu

3) Refresh the page

4) Switch to the Edit mode using toggle switch in the top-right corner

 

Expected result: sidebar appears, no console errors

Actual result: sidebar is empty, Loader fails to load modules, errors in console.
