Page Builder menu hides to the right even if page renders Right-to-left (RTL)

• Ensure your site has all locales enabled
• Visualize the site using en_US
• Go to site pages and create an standard (aka content) page, then enable page editing mode
• Checkpoint: the page builder menu is shown at the right of the page. You can hide it by clicking in one of the icons in the top-right bar or by showing the top-left menu
• Change the language in the URL by prepending the language code of some RTL language, like /ar. All page renders RTL
• Try to hide the menu again

 Observed: menu 'hides' to the right and is placed in the middle of the screen
 Expected: menu hides to the left
