Clicking user icon doesn't toggle product menu

Description:
User icon does not toggle product menu when clicked

Reproduction Steps:
0. Start with clean bundle of Liferay
1. Sign out (if not done so yet) and sign in
2. Click on user icon (top right corner)

Expected:
Product menu toggles when clicked again

Actual:
Product menu does not toggle
