importing edited default structure creates duplicate default structure

      Description

      Description:
      Importing web content to a new environment creates a duplicate default structure if the structure was "edited" in the initial environment.

      Steps to Reproduce:
      1. Start up two separate bundles
      2. In the first environment, navigate to Site->Global->Web Content->Structures.
      3. Edit the Basic Web Content structure and click save without any alteration.
      4. Confirm in the database that the version of the DDMStructure for Basic Web Content is now 1.1.
      5. Export Web Content as a lar. (Global->Web Content->Three Ellipses->Export/Import->Export
      6. Log into second bundle and import the lar: Site->Global->Web Content->Three Ellipses->Export/Import->Import
      7. Navigate to Site->Global->Web Content->Structures.

      Expected behavior: Confirm that there is one basic web content structure.
      Actual behavior: Confirm there are two basic web content structures.
