Steps to reproduce:

1. Start liferay dxp 7.0.10.10
2. Create a new user and sign in as user
3. Close and upgrade to master 
4. Attempt to sign in as new user

Expected result:

Can sign in as new user

Actual result:

Can't sign in as new user

Reproduced on:

Tomcat 9.0.10 + MySQL 5.7.
