Steps to reproduce:

1. Start liferay dxp 7.0.10.10
2. Create a web content
3. Close and upgrade portal to master
4. Edit web content
5. Publish

Expected result:

Web content is published

Actual result:

Web content shows error on site and won't publish 

Reproduced on:

Tomcat 9.0.10 + MySQL 5.7.
