Alphabetical sorting improperly handles accented characters

      Description

      Asset publisher, when listing documents with titles in alphabetical order, places letters using diacritical marks/accented characters after the standard english alphabet of A-Z rather than interspersed with the base letter. This makes sorting nonsensical for languages that use these characters consistently.

      STEPS TO REPRODUCE

      1. Add an Asset Publisher portlet to a page
      2. Add a few basic documents, some with titles starting with english alphabet,e.g. "b", "d", "f" and some with titles that begin with letters using diacritical marks, e.g. ć, ł, ś, ź.
      3. Change asset publisher to sort assets by title (Configuration>Setup>Ordering and Grouping>Order by Title Ascending
