To reproduce:
1. create a site
2. add a page
3. add a Web Content Display to the page
4. navigate to Web Content portlet and go to the workflow settings (Icon#INFO, MenuItem#EDIT)
4. add Single Approver (Version 1) workflow
5. navigate to the site
6. add a web content

Actual result:
"This application is not visible to users yet
Select Web Content to make it visible" message is displayed in the WCD

Expected:
"<wc title> is not approved." message to be displayed
