Saving a web content as draft while translating it takes user to the default translation

  There are 2 customers currently who reported this problem: ; * LPP-33966 is partly solved, since dxp-14 provided a solution to make preview available in all languages. However, since saving the content as draft still takes the users to the default language, a full solution would require this ticket to be solved. ; * LPP-35346 : the customer needs the web content editor's language to be configurable. At the moment, always the site default language will be used.

• Have a site with some languages enabled
• Visit the site using en_US as language
• Create a basic web content, add "Title" and "Content" to the respective fields
• Select a different language such as es_ES in the language selector near to the title.
• Add "Título" to the title.
• Save as draft

Observed: user is taken to the en_US version of the content
Expected: there should be no navigation across languages unless user selects a different one. Save as draft should keep user in the language they are.
