Cannot publish content page created from page template "as is"

Reproduced on:
Tomcat 9.0.17 + MySQL 5.7. Portal master GIT ID: 060fcce0170fb6f4dd5a4e94e7650bc6ee662764.

Steps to reproduce:

1. Add a page template
2. Add some fragments to the page template
3. Publish the page template
4. Add a content page from the page template

Expected result:
User is able to publish the content page without making further edits.

Actual result:
Publish button is disabled. User needs to edit the page first before the publish button becomes enabled.
