Cannot publish a content page created from a template without making more changes to it first

Reproduced on:
Tomcat 9.0.17 + MySQL 5.7. Portal master GIT ID: a9f6943399a05d55f03e301d94223798465d3d95.

This issue is almost the exact same as LPS-93701.

Steps to reproduce:

1. Navigate to Site Builder > Pages > Page Templates
2. Add a page template collection
3. Add a content page template
4. Add a content page based off the template

Expected result:
User is able to publish the page immediately. The publish button is enabled.

Actual result:
User cannot publish the page. User needs to make a change so that a new draft version saves before the publish button is enabled.
