Web Content Auto Tagging should not reference Documents in system and instance settings

      Description

      Steps to reproduce:

      1. Navigate to System Settings or Instance Settings
      2. Search auto tagging
      3. Access any result with Category = Content > Web Content (i.e. Google Cloud Natural Language Document Auto Tagging)
      4. View form

      Expected result:
      OpenNLP should be referencing web content, not documents, since the user is viewing configuration for Web Content. If documents is used, this makes it confusing for the end user what to expect after the setting is enabled.

      Tomcat 9.0.17 + MySQL 5.7.
