Zoom option is not working on documents

Description
Steps to Reproduce

1) Go to Content & Data -> Documents and Media -> Add a document(preferably a pdf).
2) Click on the document to check the preview of it and click on Expand option next to page navigation.

*Expected Result *
Document zooms in.

Actual Results

After click the Expand option nothing works.
