Steps to reproduce:

1. Create a site
2. Activate staging on the site
3. Add a content page
4. Publish the content page
5. Publish the site to live
6. Navigate back to the staging site content page
7. Make edits to the content page
8. Publish the content page
9. Publish the site to live
10. View the content page in the live site

Expected result:
The edits are published to live.

Actual result:
The edits are not published and the page is the same as it was before.
