"Select Background" button for section fragments does not go away after clicking away from the fragment until after page is refreshed

Reproduced on:
Tomcat 9.0.17 + MySQL 5.7. Portal master GIT ID: 5ceae73cc9a47f9dbad12935eedb68e9f0f166b4.

Steps to reproduce:

1. Add a content page
2. Add a section fragment
3. Click on the fragment (this brings up the "Select Background" button)
4. Click away from the fragment (can also click "Publish" or navigate somewhere else)

Expected result:
"Select background" button goes away.

Actual result:
"Select background" button stays and is usable to a certain point but will break after user uploads a file. The only way to get rid of it is either to click the fragment to make it disappear or to refresh the page.
