Publish a document type with metadata set, in live page will add a new metadata set and has same name with document type

Steps to reproduce:

1. Setup Local Staging.
2. Add two metadata sets: m1,m2.
3. Add two document types with m1 and m2: D1 and D2.
4. Publish to live.
5. Go to live site assert metadata sets and document types.

Expected Result:
Live site should has same metadata sets and document types with staging site.

Actual Result:
In live metadata sets page has 4 entrys: m1,m2, D1 and D2.
