We have a lot of utilities in AUI modules, in frontend-js-aui-web module.

The scope of this epic are only utilities, not modules containing UI components. A utility has only JS inputs and outputs.

We should:

1. Identify AUI modules that are utilities.
2. Rewrite them as vanilla JS modules, in frontend-js-web.
3. Write tests for new utilities.
4. Deprecate existing utilities.
