Draggable area active just when item from the accordions is selected

Steps to reproduce

1. Go to People > Segments
2. Create a new Segment
3. Add a Session Condition 
4. Save
5. Edit already created segment 

Current behaviour

The draggable area is active and the condition is disabled, this is because the User Accordion is opened. 

 

Expected behaviour

The draggable area should be default and the already existent conditions not disabled until one item from the properties sidebar is selected. When one item is selected from the sidebar, the draggable area become active.
