Steps to reproduce:

1. Navigate to Web Content > Structures
2. Add a structure
3. Add a template for that structure
4. Publish a web content article using the structure
5. Try to delete the template

Expected result:

Assert that the template cannot be deleted and there is a message indicating that the template is required by one or more template links

Actual result:

Template can be deleted

Tomcat 9.0.17 + MySQL 5.7.
