Reproduced on:
Tomcat 9.0.17 + MySQL 5.7. Portal master GIT ID: 4607a898c3cfa042a840e2b67f9ae0f85c3e5f78.

Steps to reproduce:

1. Add "xuggler.enabled=true" to portal-ext.properties
2. Navigate to Control Panel > Configuration > Server Administration
3. Click on the "External Services" tab
4. Scroll down to where it says "Enabling Xuggler provides video conversion functionality"
5. Click "Install"

Expected result:
Xuggler installs properly.

Actual result:
There is an error.
