Tags dialogue box disappears when adding tags in WebSphere 9

Steps to reproduce:

1. Add multiple documents
2. Select all
3. Click on tag icon in the management toolbar

Expected results: Tags dialogue box shows and able to add tags.

Actual results:
Tags dialogue box flickers and disappears.
A user is unable to add the tags through the management toolbar.

Note: Not get the same error log at master head, but gets the attached log on both RC1 and RC2.
