Edit options are not available on Documents and Media folder if staging is enabled

Steps to reproduce:

1. Sign in as Admin
2. Enable Local live staging
3. Disable all assets in staging
4. Go to Documents and Media and create a new folder
5. Click on the ellipsis menu of the folder

 Actual behavior: Edit and Permission options are not available either in staging or in live site
 Expected behavior: Edit and Permission options should be available

1. Go into the folder

 Actual behavior: No "+" for adding files either in staging or in live site
 Expected behavior: "+" should be available
