This is a 7.1 and 7.0 issue since this issue was resolved in Master with LPS-87716. 

Steps to reproduce

1. Start Liferay
2. Create a new form
3. Add Paragraph element and in Body Text copy the following

   This is a formatted ...

   ... multi-line text with a bullet-list:

   • Item 1
   • Item 2
   • Item 3

Actual results
The formatting is gone.

Expected results
Format should remain.
