Unable to checkin in repository with sharepoint 2016

Steps to reproduce:

1. Run sharepoint 2016 VM
2. Add a repository with sharepoint 2016
3. Upload a file in repository
4. Checkout it
5. Click ellipsis of this file to checkin it

Expected result: Checkin shows in the ellipsis menuItem, able to checkin.
Actual result: No Checkin item shows, unable to checkin it after checkout.

Note: No this issue with sharepoint2010.
