Reproduction steps:

1. Create a Site and enable Staging
2. Create a Web Content
3. Publish only this Web Content to Live, see https://dev.liferay.com/en/discover/portal/-/knowledge_base/7-1/publishing-single-assets-from-a-staged-site
4. Checkpoint: Web Content is visible on the Live Site
5. Delete the Web Content from the Staging Site
6. Create another Web Content and publish it to Live as in step 3

Result:
Checking the Live Site, only 1 Web Content is visible

Expected:
Both Web Contents are available in Live.
