Steps to reproduce issue:

1. Navigate to Site Administration > Content & Data > Forms
2. Add a new form
3. Focus the page name field
4. Provide a name
   • Expected result: Text is entered left to right
   • Actual result: Text is entered right to left
5. Focus the page description field
6. Provide a description
   • Expected result: Text is entered left to right
   • Actual result: Text is entered right to left
